Cuartero is a 4th class municipality in the province of Capiz, Philippines. According to the2000 census, it has a population of 24,286 people in 4,681 households. It lies 79 kilometersaway from Iloilo City and 35 kilometers away from Roxas City, Capiz. It has a total land area of106.58 sq. kms. 
Cuartero is politically subdivided into 22 barangays.

Capiz Products
Capizapiz is known as the "Seafood Capital of the Philippines", where farming and fishing are the primary sources of income of the people. The combined natural bounty of land and sea are enough to sustain a vibrant food industry. Its primary agricultural raw products are rice, corn, coconut, sugarcane, banana and cut flower. Apart from a surplus of agricultural products it generates every year, Capiz is also one of the country’s major suppliers of prawn and milk fish. Other agro-industrial harvests include blue marlin, squid, oysters, shrimp, seaweed, squid and angel wings. The rich fishing grounds attract investors to venture into prawn culture, prawn feed manufacture, seaweed farming and the distribution and processing of other marine products.

Bulad (Dried Fish)

Bulad or dried fish is a major product of the province of Capiz considering that it is blessed with miles and miles of rich coasts. There are several varieties of dried fishes that can be found in Capiz that makes it a captivating land for the middleman sellers of dried fish in Metro Manila. Sellers of dried fish earn a living simply by exporting these to other areas in the country as well as abroad.

The Municipality of Cuartero belongs to Panay Island. Before the town was a dense forest inhabited by some tropical and man eating animals. Time goes by some settlers accidentally reach the place using the river known as the Panay River by means of their passage.
For so many years, the settlers came by and decided to give the place a name. Binudhian was the first name they gave, followed by a Mapang which they named after a creek. After those two, they changed it again to Fonda which means “founder”.
As years passed the place became Cuartero, in honor of Bishop Mariano of Jaro Ilo-Ilo City who inaugurated the Church in 1890. Cuartero was once a part of Dao in 1973, Cuarteronhon pay their taxes, personal and real estate in Dao Treasury. Cuarteronhon’s exert effort and struggle to become an independent municipality by the help of Manuel Funa and Pascual de la Torre who presented the documents for approval. On August 1938, Pres. Manuel L. Quezon approved the place as a separate municipality from Dao on Executive order 159.
Now, Cuartero is the most talked and progressing municipality in 2nd District of Capiz. Municipal Mayor Hon. Roger F. Flores and his colleagues continue and maintain on its place and reputation as an emerging and booming municipality.

 Folk Literature
  
               Folk epics,legends and supernatural stories were told by the elders. Poems were chanted and usually combined with songsand drama. Moro-Moro and Zarzuela were popular among the settlers. Stories like the legend of the Lake Inapasan in Bitoon and the Legend of Kinan-at Ulo Mountain in Carataya were also told by the old folks.
    The local counterpart of the Balagtasan is the witty Balitaw and the Dagi-Dagi,which were chanted. The Sayao is a folk composition of verses and is chanted and danced by the young girls during the town fiesta.  It comprises the intricacies of weaving by the dancersof the colorful ribbonettes tied in a pole at the center of the plaza. The grand finale is the fast movements while weaving the ribbonettes into a colorful and beautiful finish. There are also folk dance which requires special skills & abilities like the local Pandanggo. The Argonisa, Lulay, Curacha and Bulakena are traditionally popural among the old people.

          The town has one Main Health Center in the proper manned by a Rural Health Physician, 1 Public Health Nurse, 13 Midwives, 2 Sanitary Inspectors, 1 Dentist. Cuartero has 18 Barangay Health Stations. It has 220 CVHWs, 21 trained hilots and 22 BSPOs.
 Cuartero is one of the most peaceful towns in the Province of Capiz. Petty crimes are readily addressed to by the PNP Police Force.

Communication/Transportation
   
 The town has good communication facilities. There is a UHF-VHF base in the municipal hall which transmits and receives messages from other towns and provinces. All offices in the Municipal have landline (Globelines) telephone services, including several households in the Poblacion. The town has two cellular sites for 2 major phone companies.
  Going to and around the town is very easy. Barangays can be reached through the improved farm-to-market roads.Cuarterois accessible by transportations going to and from Roxas City, Iloilo City and Kalibo, Aklan. The residence of the First District can pass through via the National Road from the Municipality of Maayon. Cuartero is 1 hour and 30 minutes travel from Iloilo City. It is 45 minutes away from Roxas City and 3 hours away from Caticlan, Aklan.

Cuartero is an Agricultural town - producing rice, corn, coconut, sugar cane, bananas, fruit, vegetables, coffee, legumes, etc. The town is blessed with a favorable climate, adequate water source, suitable and fertile soil for agricultural products. The average rice production of the town can sufficiently feed the town's entire population. The upland are areas planted with tember and fruit trees.
Majority of the residents are also engaged in livestock production and poultry raising.
    Crafts work and other small industries also contribute to the economy. The abundance of raw materials like pandan, nito, rattan, abaca, bamboos, puri palms, baki-baki, wood and other indigenous materials encourage the people to make useful crafts.


Education
    
Enrollment in the elementary schools is steadily increasing. The town has secondary schools - the CuarteroNational High School in the town Proper, the CNHS-Annex in Brgy. Maindang, the Putian National High School in Brgy. San Antonio. It has 12 complete elementary schools and 7 primary schools. In the past years, the LGU distributed audio-video sets to the schools with the aim to bring educational programs particulary sciences and the lives of the local heroes to the children.
There are also preparatory schools present in the town handled by the religious sector. There is also 28 Day Care Centers in the municipality.

Ecological Balance

      Protection of the environment is one of the major trusts of the local government. It has been emphasized to the residents the importance of a clean and environment as well as hazard-free surroundings. The LGU has solid wasted management and reforestation programs. Favorable climate. good topographic location,abundant water source and fertile soil all these components make Cuartero an ideal place for farmers and businessmen

Tourism
              
 is a heaven of undiscovered natural scenic spot. The town has a numbers of springs which has clear waters-free flowing and ideal for bathing. Most of  them are surrounded by lush,green forest and scenic lull sides. Some of these are the Muray-Buray spring in Brgy.Mainit,the Agsagosok spring,the Agpayao lake and many others.There are also several caves in the town for those who seek adventure. There are the kinan-at Ulo Mountain Cave,the Agdahon Cave known for its stalactites and stalagmites.

Agdahanay Festival
     
      The Agdahanay Festival is held every 2nd week of June which Culminates on the 13th in honor of the town's patron saint, San Antonio de Padua. It coincides with the town's annual fiesta. This was conceptualized to give due recognition to the Cuarteronhons' hospitality. "Agdahanay"means inviting and accommodating others. This is the people's way of offering thanksgiving to the Lord for all the grace they have recerved the whole year.Once whole week of fun,revelry, cultural activuties and frenzied street dancing are enjoyed by the Cuarteronhons. A Concelebrated Mass is held then aq cultural parade follows showcasing the cultural heritage and traditions of Cuartero.  An Agdahanay Lunch is the enjoyed at the plaza

Sayaw kay San Antonio
     
  The Sayaw is a dance ritual in honor of San Antonio de Padua,the patron saint of the town.It is a tradition of the Cuarteronhons and danced during the feast of the Saint,June performed by young girls.It entertained guests with the intricacies of wenving colorful ropes which are tied at the topinost of a pole by each dancer.The grand  finale is the fast movements of the dancers while weaving the ropes into 12 weaving designs, It is a thanksgiving for all the blessing from God received by the Cuarteronhons through the intercession of San Antonio de Padua. In this ritual,the residents prepare food offerings to be given during the Sayaw. The fool offerings are considered as "paradesillo of San Antonio",which the resident and the guests will partake after the dance.

Cuartero Anniversary(Hinugyaw Festival)
    
The celebration is held every 23 of August,This is the anniversary of the declaration of Cuartero as a separate municipality. All agencies and the Church join hands in preparing a grand luncheon at the plaza for everyone to partake.Fun-filled activities follow afther the lunch. An agricultural fair is also held where the barangays display their products in their own payag-payag.

Cuartero is the land of the free, peaceful and living people. It is endowed with rich natural resources and fertile lands complemented by the richness of its cultural heritage and values implanted in the minds and hearts of its people. The Municipality now under the administration of Mayor. Roger F. Flores and Vice Mayor Joemarie H. Openiano.
                 Cuartero has total land area of 10,600 hectares. It is 79 kms. away from Iloilo City and 36 kms. from Roxas City. It has a coordinate of 122 degrees, 39 minutes & 8 seconds longitude and 11 degrees, 16 minutes and 36 seconds latitude. It is geographically bounded by Lemery, Iloilo on the northeast, Maayon on the east, Dumarao on the south, Dumalag on the northwest and Dao on the north.
                      Cuartero is composed of 22 barangays, namely: Agcabugao, Agdahon, Agnaga, Angub, Balingasag, Bitoon Ilawod, Bitoon Ilaya, Bun-od, Carataya, Lunayan, Mahabang Sapa, Mahunodhunod, Maindang, Mainit, Malagab-i, Nagba, Poblacion Ilawod, Poblacion Ilaya, Poblacion Takas, Putian, San Antonio and Sinabsaban.
                      The town has a total population of 25,306 and the total Household of 5061. It has a population density of 1.46 person/hectare and 2.03 population growth. Cuarteronhons are well known for their warm hospitality, generosity, friendliness, deep religiousity and artistry. They are as resilient as the bamboo and as durable as the narra.
                       95% of the population Roman Catholics and the rest are divided into different  Protestant Denominations. Hiligaynon  is the major dialect of the people.
